The ALTENER 2000 CONFERENCE AND EXHIBITION will be held in Toulouse, France, from 23 to 25 October 2000.
The ALTENER 2000 Conference is intended to show progress in RES (Renewables Energies) application so far made in Member States, to highlight main actors' activities in favour of RES, to introduce the Campaign for Take-Off Partners, as well as to promote the RE Partnership scheme, and to display the results of RES projects, mainly those supported by the ALTENER programme.
The Toulouse Conference is hosted in France during the French EU Presidency. It will provide an excellent opportunity to encourage and reinforce co-operation between the main European actors of the renewable energy sector. High-level policymakers, RE partners, utilities, industries, financial institutions, European and International associations and present and potential ALTENER contractors are cordially invited to attend this important event.


THE CAMPAIGN FOR TAKE-OFF

The European Commission’s White Paper "ENERGY FOR THE FUTURE: RENEWABLE ENERGY SOURCES" sets out a Community Strategy and Action Plan to increase RES market penetration, to improve security of energy supply, to reduce energy dependency, and to reduce greenhouse gas emissions in order to meet the Kyoto objectives.
Renewable Energy Sources currently contribute to only around 6% of European Union's energy needs. The objective of the White Paper is to raise the share of Renewable Energy Sources to 12% of the Union's gross domestic energy consumption by 2010.
In order to foster the implementation process of the Community Strategy and Action Plan, the European Commission has launched "The Campaign for Take-Off" that runs from year 2000 to year 2003. Its focus is on the following key targets:

1,000,000 PV systems
15 Million m2 solar collectors
10,000 MW of wind turbine generators
10,000 MWth of CHP bio-mass installations
1,000,000 dwellings heated by bio-mass
1,000 MW of bio-gas installations
5 Million tonnes of liquid bio-fuels
100 communities aimed at 100% RES supply

The Campaign for Take-Off has been designed to involve key actors in a join Union-wide effort. The Campaign for Take-Off also invites stakeholders to play a proactive role through the Renewable Energy Partnership.
The Community ALTENER programme is the main instrument to support and monitor the EU Strategy on RES and promotional activities within the Campaign for Take-Off.


THE CONFERENCE

Recourse to Renewable Energy Sources is fast accelerating throughout Europe under the impetus of environmental concerns. The European Union aims at doubling the present share to reach 12% of its own energy consumption by 2010. Development of Renewable Energy will be a driving force to meet Europe's targets for greenhouse gas emission reduction, protection of the environment as a whole, sustainable development, and also security of energy supply.
The European Commission's ALTENER programme and the EU Campaign for Take-Off for Renewables are providing an early impulse to ensure that the goals of the EU White Paper for a Community strategy and action plan for Renewable Energy Sources are achieved.
This conference will be a key event which will underpin the work of the Campaign and the goals of the White Paper, strengthening commitment of relevant actors and awareness in the wider community
Both conference and exhibition will be held at the Toulouse Congress Centre located in the heart of the city in a magnificent park. The city possesses all facilities and services required to welcome such an event. You will appreciate the site's charm and cultural traditions.

THE EXHIBITION

For exhibitors this event constitutes a unique and cost effective way to reach a wide environmentally oriented audience. Over 1000 conference delegates are expected. Representatives from all 15 EU member states will attend. The ceremony of the CTO (Campaign for Take-Off) Partnership Award will take place. Moreover representatives of the Commission will present the future strategies, renewable energy partnerships, new regulatory measures, effects on employment, and will also introduce the two major conference session lines: Renewable energies in urban and rural areas.
The exhibition area will be open free of charge to all visitors involved in renewable energies. This will enable exhibitors to create contacts with specialists of different backgrounds: scientists, R&D people, decision-makers, manufacturers, installers, financing institutions, international and national authorities, etc.
